Ooooo, cool, glowing water. Is the water so bright that you can't see the stars, because I wish there were more (that's just a personal preference though.) However, I would look a little more at the perspective. The buildings look like they are vanishing to different points, and the fountain seems as if it on a different horizon line than the buildings.
I like the ambient, glowing light of the fountain reflecting off of the nearby walls. You could even intensify that a bit, I think! Overall I like the design of the setting; perhaps just work on the perspective so that things look like they're sitting on the same plane. Great concept!
